The majority of authorized reprints were issued by the postal authorities when Victoria joined the UPU in 1891. The UPU policy at that time required all members to distribute examples of its stamps to other member countries.
Few other reprints were authorized by the postal officials, however, there are several worth noting.
Several unauthorized reprints were instigated by postal officials for personal gain which found their way into private collections. While not officially sanctioned, they were printed within the post office.
